Subject: [PATCH] CLN - remove weather camera views

Remove the remote weather-camera experience from the phone UI, NUI test server, and weather state.\n\nDelete the associated client and server camera handlers, configuration, locale copy, and manifest entries while retaining the core weather forecast app.
